Why Stephanie Pratt?

Take a good look at the older woman staring at Stephanie as she walks away. The lady is staring because Stephanie is obviously wearing her sweater.....I hope this isn't some sort of sick trend, sweaters and short shorts cause I'm not sure I could handle it.
